組織內(nèi)協(xié)調(diào)機(jī)制選擇與議事協(xié)調(diào)機(jī)構(gòu)生存邏輯——一個(gè)組織理論的解釋

摘要： 精簡(jiǎn)議事協(xié)調(diào)機(jī)構(gòu)一直是我國(guó)政府機(jī)構(gòu)改革的重要內(nèi)容。然而在過(guò)去幾十年里,議事協(xié)調(diào)機(jī)構(gòu)呈現(xiàn)出"精簡(jiǎn)-反彈"周期式生長(zhǎng)現(xiàn)象,屢次精簡(jiǎn)效果都不理想。這一困境背后實(shí)際是公共組織內(nèi)的協(xié)調(diào)機(jī)制選擇問(wèn)題。本文研究目的是解釋議事協(xié)調(diào)機(jī)構(gòu)在公共行政組織內(nèi)的生存邏輯?；诮灰壮杀纠碚撆c新制度主義理論,本文提出議事協(xié)調(diào)機(jī)構(gòu)生存邏輯的兩方面解釋,并以中央政府為樣本對(duì)兩種解釋進(jìn)行了實(shí)證檢驗(yàn)?；趯?shí)證分析結(jié)果,本文構(gòu)建出一個(gè)綜合性的理論解釋,即"上支持+下需求"雙條件框架:一方面,議事協(xié)調(diào)機(jī)構(gòu)能幫助任務(wù)牽頭部門(mén)降低交易成本;另一方面,高層領(lǐng)導(dǎo)的支持為議事協(xié)調(diào)機(jī)構(gòu)的設(shè)立與存續(xù)提供了合法性。"上支持+下需求"兩方面條件的持續(xù)滿足,支撐了議事協(xié)調(diào)機(jī)構(gòu)的長(zhǎng)期存在以及精簡(jiǎn)后的再度生長(zhǎng)。這一框架也為理解我國(guó)公共組織內(nèi)協(xié)調(diào)機(jī)制選擇提供了理論支撐。
Reducing the amount of deliberative and coordinating agencies within public organizations has been a focus of government reforms in the past three decades. However,deliberative and coordinating agencies always regrew substantially after each reform. The paper argues that this phenomenon reflects the tendency of coordinating mechanism choice within public organization and the law of survival of deliberative and coordinating agencies needs to be explained from the perspective of organizational theory. Based on Transaction Cost Theory and New Institutionalism Theory respectively,two explanations about deliberative and coordinating agencies' survival are proposed and then tested empirically by using the sample of Chinese central government.Then,a comprehensive theoretical framework is provided for interpreting the agencies' existence and survival:On one hand,deliberative and coordinating agencies could help reduce more transaction cost of coordinating work comparatively,making itself popular within public organization;On the other hand,top leaders constantly offer legitimacy to deliberative and coordinating agencies for establishment and survival. This framework promote people's understanding of coordinating mechanism choice within public organization and the phenomenon of deliberative and coordinating agencies' long-term surviving.
