摘要: [目的/意義]政府向新型智庫(kù)購(gòu)買(mǎi)決策咨詢服務(wù),既是促進(jìn)我國(guó)公共決策咨詢制度化建設(shè)的重要途徑,亦是培育新型智庫(kù)及推動(dòng)政府職能轉(zhuǎn)變的現(xiàn)實(shí)需要。[方法/過(guò)程]通過(guò)文獻(xiàn)研讀和理論推演的方法,闡述了新型智庫(kù)及購(gòu)買(mǎi)決策咨詢服務(wù)的內(nèi)涵,探討了購(gòu)買(mǎi)服務(wù)本身的價(jià)值,并按競(jìng)爭(zhēng)程度和主體間關(guān)系將購(gòu)買(mǎi)服務(wù)模式分成四種類型,可由于購(gòu)買(mǎi)服務(wù)的制度規(guī)范尚未健全、智庫(kù)發(fā)展格局的"圈層結(jié)構(gòu)"和購(gòu)買(mǎi)供需雙方間的"互相俘獲"等問(wèn)題,導(dǎo)致購(gòu)買(mǎi)決策咨詢服務(wù)的實(shí)踐陷入困境。[結(jié)果/結(jié)論]研究表明,市場(chǎng)競(jìng)爭(zhēng)模式應(yīng)該成為政府購(gòu)買(mǎi)決策咨詢服務(wù)的主流形式,并亟需從"智庫(kù)—市場(chǎng)—政府"的邏輯維度,構(gòu)建政府向新型智庫(kù)購(gòu)買(mǎi)服務(wù)的推進(jìn)策略,包括提升智庫(kù)研究質(zhì)量和影響力、引入第三方評(píng)估主體和完善購(gòu)買(mǎi)服務(wù)的制度供給等具體措施。 [Purpose/Significance]Government purchasing decision-making advisory service from new-style think tanks is not only an important way to promote the institutionalization of public decision-making consultation in China,but also a realistic need to cultivate new-style think tanks and to promote the transformation of government functions.[Method/Process]The paper uses the method documentary analysis and theorization,expounds the connotation of new-style think tanks and decision-making advisory service,then analyzes the value and significance of the purchase service activity,and classifies the purchase service modes according to the competition degree and the relationship between the subjects. However,due to the imperfect system of purchasing service,the " circle structure" of the development pattern of the think-tank and the "mutual capture" between the two sides,the government has been troubled with the practice of purchasing decision-making consulting services.[Result/Conclusion]The research shows that the market competition mode should be the mainstream form of the government purchase service,and the other purchase modes will fade out gradually with the standardization and rule of law of the construction of think tanks,it is urgent to proceed from the analysis dimension of " think tanks-market-government",to construct the government's advancing strategy to purchase services from the new-style think tanks,including improving the quality and influence of the think-tank,introducing the third party evaluation subject and perfecting the system supply of purchasing service.
