中國(guó)特色新型智庫(kù)建設(shè)的定位思考

摘要： [目的/意義]黨的十九大報(bào)告提出加強(qiáng)中國(guó)特色新型智庫(kù)建設(shè)的重大命題,這是新時(shí)代我們黨對(duì)民主決策咨詢制度建設(shè)在高度、廣度與深度上的全面謀劃,需要對(duì)中國(guó)特色新型智庫(kù)建設(shè)的基本定位進(jìn)行全面把握。[方法/過程]中國(guó)特色新型智庫(kù)建設(shè)的基本定位是通過其內(nèi)在變量的邏輯排列呈現(xiàn)整體性出場(chǎng)的時(shí)代風(fēng)貌,基于問題意識(shí)——邏輯建構(gòu)的雙向思維,從"智庫(kù)"的戰(zhàn)略定位、"新型"的方略定位、"特色"的謀略定位、"中國(guó)"的攻略定位與"建設(shè)"的策略定位等五個(gè)方面進(jìn)行邏輯的漸進(jìn)分析,從整體上把握中國(guó)特色新型智庫(kù)建設(shè)的基本定位。[結(jié)果/結(jié)論]中國(guó)特色新型智庫(kù)建設(shè)是科學(xué)民主決策、國(guó)家治理現(xiàn)代化、國(guó)家軟實(shí)力與公共外交的重要組成,是獨(dú)立性、應(yīng)用性、前瞻性與開放性的有機(jī)統(tǒng)一,是政治性、公益性、文化性與協(xié)商性的有機(jī)結(jié)合,是中國(guó)問題、中國(guó)立場(chǎng)、中國(guó)格局與中國(guó)話語的集中彰顯,是特色凝練、內(nèi)涵提升、錯(cuò)位發(fā)展與協(xié)同創(chuàng)新的時(shí)代要求。
[Purpose/Significance]The report of the 19 th CPC National Congress put forward the important proposition of strengthening the construction of newthink tanks with Chinese characteristics,which is an overall strategic planning in terms of the height,breadth and depth concerning the construction of a democratic decision-making consultation system in newera for CCP,requiring a thorough understanding of the essential orientation of the construction of these newthink tanks.[Method/Process]The essential orientation is the epochal appearance of the whole stage through the logical arrangement of its intrinsic variables,based on bidirectional thinking of problem consciousness--logical construction,and the strategic positioning involves a logical gradual analysis from five aspects of " think tank", "new", " characteristic", " China" and " construction" " Strategic positioning ". [Result/Conclusion]The construction of newtype think tanks with Chinese characteristics is an important part of scientific democratic decision-making,modernization of national governance,the national soft power and public diplomacy,which is the organic unification of independence,applicability,foresight and openness,the organic combination of politics,commonweal,culture and consultation,the concentrated manifestation of Chinese question,Chinese standpoint,Chinese pattern and Chinese discourse,and the requirements of the times of characteristic conciseness,intension promotion,dislocation development and cooperative innovation.
