蘭德公司的信息保障體系建設(shè)及啟示

摘要： [目的/意義]目前我國(guó)智庫在信息保障體系上還存在不少問題,分析蘭德公司信息保障體系建設(shè)的做法和特點(diǎn),對(duì)我國(guó)智庫的創(chuàng)新發(fā)展具有一定的啟發(fā)和借鑒作用。[方法/過程]采用文獻(xiàn)調(diào)研法、網(wǎng)絡(luò)調(diào)研法和案例分析法,收集蘭德公司官方網(wǎng)站的數(shù)據(jù)和研究報(bào)告,重點(diǎn)剖析其在信息資源獲取渠道、信息資源積累與整合、圖書情報(bào)機(jī)構(gòu)支撐、信息服務(wù)團(tuán)隊(duì)、創(chuàng)新方法體系和與其他機(jī)構(gòu)的協(xié)同保障等方面的做法,分析其信息保障的特點(diǎn)并進(jìn)行評(píng)價(jià)。[結(jié)果/結(jié)論]蘭德公司強(qiáng)調(diào)以多元化信息資源、多向信息交流和協(xié)同的信息服務(wù)為保障,我國(guó)智庫在信息保障建設(shè)過程中,應(yīng)注意特色信息資源數(shù)字化建設(shè)、注重信息資源的深層次開發(fā)、探索有效的數(shù)據(jù)共建共享機(jī)制、注重專家智慧的聚合、加強(qiáng)利用現(xiàn)代技術(shù)、重視與圖書情報(bào)機(jī)構(gòu)的協(xié)同創(chuàng)新等。
[Purpose/significance] At present,there are still some problems in Chinese think tanks information support system. Analyzing the practice and characteristics of Rand Company information support system construction can provide some inspiration and reference for the think tanks development in China. [Method/process] Using literature research,network research and case study,this paper collects data and research reports from the official website of Rand Corporation. It focuses on how RAND access information resources,integration of information resources,and support of library and information agencies,information service teams,innovative methods and collaboration with other institutions. The characteristics of its information support are analyzed and evaluated. [Result/conclusion] RAND emphasizes the diversity of information resources,multi-direction of information exchange and coordination of information services. In the process of information support construction,Chinese think tanks should innovate the accumulation and integration of information resources,increase the development of information resources,explore effective data co-construction and sharing mechanisms,increase the proportion of expert wisdom,use modern technology to assist information research,and emphasize the collaborative innovation with other library and information institutions.
