智慧養(yǎng)老服務(wù)總體性問題破解與實(shí)現(xiàn)路徑

摘要： 當(dāng)前我國智慧養(yǎng)老服務(wù)的總體問題是供給總量不足和供需結(jié)構(gòu)性矛盾,并由此形成智慧化養(yǎng)老服務(wù)供給側(cè)結(jié)構(gòu)性改革的緊迫性。為了以問題為導(dǎo)向,解決智慧養(yǎng)老服務(wù)研究領(lǐng)域的碎片化困境,基于全局性最優(yōu)協(xié)同的視角,探究了智慧養(yǎng)老服務(wù)問題的破解思路與實(shí)現(xiàn)路徑,同時(shí)構(gòu)建了全局性協(xié)同的智慧養(yǎng)老服務(wù)模式,包括智慧養(yǎng)老服務(wù)頂層模式建立、平臺機(jī)制運(yùn)行、仿真模擬及評價(jià)優(yōu)化等方面,從整體上為老齡科學(xué)及養(yǎng)老服務(wù)學(xué)術(shù)研究領(lǐng)域提供一個(gè)全新的理論分析框架,為優(yōu)化資源配置、創(chuàng)新養(yǎng)老服務(wù)理念、提高公共管理和服務(wù)水平提供了思路。
At present, the overall problem of intelligent aged service in our country is the shortage of supply and structural contradiction of supply and demand, and therefore the urgency of the supply side reform of intelligent aged service is formed. In order to solve the problem of fragmentation in the research field of intelligent aged service, based on the perspective of overall optimal coordination, this paper explores the solution and realization path of the problems, and at the same time establishes the model of intelligent aged service with overall coordination including the establishment of a top-level model, the operation of platforms, simulation and evaluation and optimization, etc. It provides a completely new theoretical and analytical framework for the academic research in the field of aging science and aged services and ideas for optimizing resource allocation, innovating the concept of aged service and improving public management and service level.
