負面清單視角下上海自貿(mào)區(qū)服務(wù)業(yè)開放度研究

摘要： "負面清單"管理模式是我國經(jīng)濟領(lǐng)域的一次重大創(chuàng)新。上海自貿(mào)區(qū)自成立以來,已出臺2013、2014、2015、2017和2018共五版負面清單。本文運用頻數(shù)法詳細計算了五版負面清單下上海自貿(mào)區(qū)服務(wù)業(yè)開放度,并對數(shù)據(jù)和誤差進行分析。研究結(jié)果表明,上海自貿(mào)區(qū)自建立以來,服務(wù)業(yè)對外開放度在整體上逐年增加,但部分行業(yè)仍存在較大的開放空間。今后,上海自貿(mào)區(qū)應(yīng)進一步優(yōu)化"負面清單"管理模式,有序地擴大服務(wù)業(yè)對外開放的領(lǐng)域,為中國深化改革開放積累新的經(jīng)驗。
The management mode of "negative list" is a major innovation in our country. Since the Free Trade Zone in Shanghai established,five versions of negative list of 2013, 2014, 2015,2017 and 2018 have been issued. Employingthe frequency method, this paper presents the openness of service industry based on the negative list of Shanghai FTZ of five versions. The research results show that since the establishment of the Shanghai FTZ, the degree of openness of the service industry has increased year by year, but some industries still have a large open space. In the future, Shanghai FTZ should optimize the mode of "negative list" management and opening up the service industries orderly to accumulate new experience for China to deepen reform and opening up.
