負面清單管理模式對上海自貿區(qū)服務業(yè)資本流動的影響——基于合成控制法的分析

摘要： 本文通過合成控制法,實證分析了負面清單管理制度的實施對上海自貿區(qū)服務業(yè)資本流動的影響效果和渠道。研究發(fā)現(xiàn):2013年9月開始在上海自貿區(qū)實施的負面清單管理制度推動服務業(yè)資本流入速度增長超過30%。其他省份的合成控制效果都不顯著。應該說,負面清單管理制度在推進中國行政管理透明度、構建公平合理的競爭環(huán)境等方面發(fā)揮了重要的作用。在所有這些成就中,最重要的一項影響是在很大程度上推動了服務業(yè)開放,特別是服務業(yè)資本的快速流動。本文最后根據負面清單管理制度可以提高服務要素國際流動性的特點,為促進相關產業(yè)發(fā)展提出了政策建議。
Through the synthetic control method,this paper empirically analyzes the effects and channels of the implementation of the negative list management system on the capital flow in service industry in the Shanghai Free Trade Zone.The study finds that the negative inventory management system implemented in the Shanghai Free Trade Zone in September 2013 pushed the rate of capital inflow in service increase by more than 30%.The synthetic control effects of other provinces are not significant.It should be said that the negative list has played an important role in promoting transparency in China's administrative management and building a fair and reasonable competitive environment.Among all these achievements,the most important one is to promote the opening of the service industry to a large extent,especially the rapid flow of service industry capital.At the end of this paper,according to the negative list management system,the characteristics of the international mobility of service elements can be improved,and relevant policy recommendations are proposed to promote the development of related industries.
