基于政策工具視角的我國健康服務(wù)業(yè)政策分析

摘要： 發(fā)展健康服務(wù)業(yè),提高全民健康水平是"十三五"時期全面建成小康社會的重要任務(wù),而科學(xué)設(shè)計和正確選擇政策工具是促進(jìn)健康服務(wù)業(yè)發(fā)展的基本途徑和保證。以《國務(wù)院關(guān)于促進(jìn)健康服務(wù)業(yè)發(fā)展的若干意見》為研究對象,采用內(nèi)容分析法,通過構(gòu)建分析框架、劃定分析單元、內(nèi)容編碼歸類和統(tǒng)計分析等步驟,從基本政策工具和推進(jìn)"健康中國"戰(zhàn)略兩個維度對我國健康服務(wù)業(yè)政策進(jìn)行深入分析,在此基礎(chǔ)上剖析了健康服務(wù)業(yè)政策工具的缺失和沖突,并提出了調(diào)整完善健康服務(wù)業(yè)政策體系的建議。
Developing health service industry is an important part of the mission to build a moderately prosperous society during the 13 th Five-Year Plan period.An appropriate policy is a basic instrument to promote the development of health service industry.Taking Suggestions of the State Council on Promoting the Development of Health Service Industry as a research topic,this paper uses content analysis to analyze the policy of health service industry in China in terms of basic policy instrument and promotion of"Healthy China"strategy.Through analyzing the inadequacy of policy instrument and conflicts in health service industry,we propose that the health service industry policy system be adjusted and improved.
