健康戰(zhàn)略下發(fā)達(dá)國家發(fā)展養(yǎng)老健康產(chǎn)業(yè)借鑒研究——以美國、德國、日本為例

摘要： 在"健康中國"已成為國家戰(zhàn)略和我國人口老齡化形勢日趨嚴(yán)峻的背景下,進(jìn)行養(yǎng)老供給側(cè)結(jié)構(gòu)性改革,積極發(fā)展養(yǎng)老健康產(chǎn)業(yè),既有利于推進(jìn)"健康中國"戰(zhàn)略,有效化解人口老齡化問題,又有利于促進(jìn)我國經(jīng)濟結(jié)構(gòu)轉(zhuǎn)型升級。然而,我國養(yǎng)老健康產(chǎn)業(yè)剛剛起步,為了發(fā)揮后發(fā)優(yōu)勢,有必要借鑒發(fā)達(dá)國家養(yǎng)老健康產(chǎn)業(yè)的成功經(jīng)驗。美國、德國、日本等發(fā)達(dá)國家,完善法律法規(guī)支撐養(yǎng)老健康產(chǎn)業(yè)、發(fā)展多元化的養(yǎng)老健康產(chǎn)業(yè)、建設(shè)專業(yè)化的健康養(yǎng)老護理隊伍、開拓智能養(yǎng)老健康產(chǎn)業(yè)、以金融和商業(yè)保險助推養(yǎng)老健康產(chǎn)業(yè)等成功經(jīng)驗,都值得我國借鑒。發(fā)達(dá)國家發(fā)展養(yǎng)老健康產(chǎn)業(yè)的成功經(jīng)驗還需要結(jié)合我國國情加以改造和創(chuàng)新。
Under the background that " healthy China" has become the national strategy and the situation that population aging is becoming more and more serious in China,to carry out the structural reform of the supply side of the elderly,and actively develop the health industry for the aged is not only conducive to promoting the " healthy China" strategy and effectively solving the problem of population aging,but also conducive to promoting the transformation and upgrading of China's economic structure.However,the pension health industry in China has just started.In order to give full play to the advantage of backwardness,it is necessary to draw lessons from the successful experience of pension health industry in developed countries.Such successful experiences as perfecting laws and regulations to support the health industry for the elderly,building a professional health care team for the elderly,developing intelligent health care industry for the elderly,and boosting health care industry for the elderly by financial and commercial insurance in the United States,Germany,Japan and other developed countries are worth learning from.However,the successful experiences of developing the pension health industry in developed countries also need to be combined with China's national conditions to transform and innovate.
