智庫(kù)研究成果審察機(jī)制構(gòu)建研究

摘要： [目的/意義]針對(duì)當(dāng)前智庫(kù)參與公共決策咨詢服務(wù)的現(xiàn)實(shí),提出構(gòu)建智庫(kù)研究成果審察機(jī)制,擬為新型智庫(kù)服務(wù)能力建設(shè)提供參考。[方法/過(guò)程]運(yùn)用文獻(xiàn)研讀與質(zhì)性研究方法,借鑒國(guó)外智庫(kù)治理經(jīng)驗(yàn),分析了我國(guó)智庫(kù)研究成果審察現(xiàn)狀,構(gòu)建了高質(zhì)量智庫(kù)研究成果審察機(jī)制和評(píng)價(jià)標(biāo)準(zhǔn),提出了高質(zhì)量智庫(kù)研究成果保障機(jī)制。[結(jié)果/結(jié)論]認(rèn)為高質(zhì)量智庫(kù)研究成果的產(chǎn)出依賴于特定的質(zhì)量控制機(jī)制,智庫(kù)研究成果必須嚴(yán)格按照質(zhì)量管理制度進(jìn)行評(píng)審,質(zhì)量管理應(yīng)該成為智庫(kù)研究的主動(dòng)和必須行為。
[Purpose/significance] In view of the situation that think tanks participate in the current public decision consulting services,this paper puts forward the construction of review mechanism of think tank research results,to provide a reference for building the new think tank service capability. [Method/process]By using the methods of literature study and qualitative research,and referring to the experience of foreign think tanks' governance,the paper analyzes the current review situation of China's think tank research results,constructs the review mechanism and evaluation criteria of high quality think tank research results,and puts forward the guarantee mechanism of the research results. [Result/conclusion] The paper believes that the outputs of high quality think tank research results depend on the specific quality control mechanism. The research results of think tanks must be strictly reviewed in accordance with the provisions and requirements of the quality management system,and think tank research must follow quality management positively.
