歐洲智庫(kù)發(fā)展:新趨勢(shì)與新特色

摘要： 歐洲智庫(kù)在機(jī)構(gòu)總數(shù)、專業(yè)門類、業(yè)界排名等諸多方面仍牢牢地把持著僅次于美國(guó)智庫(kù)的重要地位,深入解讀這背后的道理對(duì)于我國(guó)正在高速發(fā)展的智庫(kù)行業(yè)具有一定的參考價(jià)值。本文分別考察了歐洲智庫(kù)在長(zhǎng)期發(fā)展中呈現(xiàn)的一些特色經(jīng)驗(yàn)和近年所浮現(xiàn)的一些新趨勢(shì),包括以專精化與多元化并舉的策略適應(yīng)競(jìng)爭(zhēng);以智庫(kù)網(wǎng)絡(luò)的方式整合資源;以泛區(qū)域智庫(kù)的格局打造"歐盟智庫(kù)";和以"透明度登記"這樣的制度去規(guī)范資金的分配和適用。這些特色和趨勢(shì)的背后,歐洲的決策咨詢制度正在沿著自己特色化的道路不斷變遷。
European think tanks continue to maintain an important position just behind their US counterparts in terms of total number of institutes, professional categories, international rankings and many other aspects. An in-depth analysis of the situation facing think-tanks in Europe would be a useful reference against which to compare the rapidly growing think tank industry in China. In this thesis, unique facets and emerging trends withinEuropean think tankswill be explored, including the emerging dichotomy between specialization and diversification as strategies in an increasingly competitive market. The thesis will also consider the integration of resources though transnational networks, the growth in pan-regional patterns withinEU think tanks and the regulation and allocation of funds.Behind all the common features and diverging trends within the thinktanks of Europe, the European decisionmaking and consultation system is changing with its distinctive characteristics.
