我國(guó)智庫(kù)思想市場(chǎng)的內(nèi)涵特征、運(yùn)行機(jī)制及優(yōu)化策略研究

摘要： [目的/意義]培育有中國(guó)特色的智庫(kù)思想市場(chǎng),既是促進(jìn)新型智庫(kù)發(fā)展的必然選擇,亦能夠健全政府決策咨詢的機(jī)制和程序,并有助于構(gòu)建智庫(kù)產(chǎn)業(yè)的市場(chǎng)化體系。[方法/過程]借助文獻(xiàn)研讀和理論推演的方法,闡述了智庫(kù)思想市場(chǎng)的內(nèi)涵及其特征,嘗試運(yùn)用IDEF0技術(shù)構(gòu)建這一市場(chǎng)運(yùn)行機(jī)制的模型,并剖析了其運(yùn)作過程的內(nèi)在缺陷,進(jìn)而從"政府—智庫(kù)"的維度提出優(yōu)化我國(guó)智庫(kù)思想市場(chǎng)的政策建議。[結(jié)果/結(jié)論]我國(guó)智庫(kù)思想市場(chǎng)是由政府主導(dǎo)建立,以促進(jìn)公共利益為價(jià)值導(dǎo)向的,供需雙方有關(guān)政策產(chǎn)品交流互換的一套制度性安排,呈現(xiàn)出府內(nèi)市場(chǎng)性、多元競(jìng)爭(zhēng)性和知識(shí)密集性等特征,其運(yùn)行機(jī)制包括政府出資、定向購(gòu)買、契約管理、評(píng)估兌現(xiàn)等若干流程。政府應(yīng)著力營(yíng)建新型智庫(kù)之間公平競(jìng)爭(zhēng)、良序運(yùn)行的制度環(huán)境,新型智庫(kù)亦應(yīng)完善內(nèi)部治理結(jié)構(gòu),以提升研究質(zhì)量及其影響力。
[Purpose/Significance]Cultivating the think tanks idea market with Chinese characteristics is not only an inevitable choice to promote the development of new-style think tanks,but also a mechanism and procedure for government decision-making consultation,and helps to construct the market-oriented system of the think tanks industry.[Method/Process]By means of literature research and theoretical deduction,this paper expounds the connotation and characteristics of the think tanks idea market,and tries to use IDEF0 technology to construct the model of market operation mechanism,analyzes the inherent defects of its operation process,and then puts forward the policy suggestions to optimizing the think tanks idea market in China from the dimension of " government-think tanks".[Result/Conclusion]The think tanks idea market in China is established by the government and is guided by the value of the public interest,a set of institutional arrangements for the exchange of policy products between the supply and demand parties showthe characteristics of market in state,multiple competition and knowledge intensive in the government. The operating mechanism includes the government investment,the directional purchase and the contract management and evaluation. At present,the government should focus on building a fair competition environment between the new-style think tanks. The new-style think tanks should also improve the internal governance structure,in order to improve the quality of research and comprehensive influence.
